Repeat offender arrested by TPD at Broadway Station

On August 27, 2017 at approximately 4:15PM Transit Police officers assigned to the Central District received a radio call to respond to the MBTA's Broadway Station for a report of "Upskirting". Upon arrival officers were met by a female victim who relayed the following information: as the victim was exiting the station via the escalator she noticed a male, later identified as James Cullers, 52, of Boston, was extremely close to her. The victim turned around and observed Cullers holding a cell phone positioned under her skirt and between her legs. The victim also noticed the cell phone was in record mode. The victim immediately contacted police.

Officers approached Cullers and placed him into custody for 'Upskirting" and seized his telephone as evidence. The TPD is very familiar with Cullers for this type of criminal behavior and have reported on a prior arrest by TPD in September of 2016. (see posting here). At the time of his last arrest by TPD Cullers was also wanted on Rape and other sexual assault charges.
