Got ya !!!!!!!!!!!!!!!!!!!!!

On January 29, 2014 we posted about a  male subject who was arrested for an incident which occurred at Hynes MBTA station (See posting here). Apparently this was not Salah Koutaiby, 49 of East Boston, first time sexually harassing women and committing lewd acts in public. Subsequent to an investigation Transit Police detectives arrested Salah Koutaiby AGAIN on January 30, 2014 in Boston for an incident which occurred on March 25, 2013 at Hynes MBTA station. On that date a different female party reported Koutaiby was standing on the inbound platform at Hynes MBTA station staring at her while masturbating. The female party also reported Koutaiby was at the same location on January 27, 2014 staring at her, this time however a trolley entered the station and the female party quickly boarded.

It is expected Koutaiby will be arraigned in Boston Municipal Court-Central Division sometime today for Open & Gross Lewdness.

Roxbury man arrested for failing to register as Sex Offender

On January 29, 2014 at approximately 5 pm Transit Police officers working in Area 1 were performing Point of Entry Policing at the MBTA's Park Street Station. While there they observed a male, later identified as James Jenkins, 48 of Roxbury, offering to "Tap" patrons into the paid area for 1 dollar by utilizing his card. As a plainclothes TPD officer approached the fare gates Jenkins offered the plainclothes officer the same deal. Officers approached Jenkins and identified themselves as police officers and noticed Jenkins was in possession of a Student pass. Subsequent to an investigation officers discovered Jenkins had a warrant in existence for his arrest issued from Boston Municipal Court-Central Division for Failure to Register as a Sex Offender-2nd Offence. Jenkins was placed into custody and transported to Transit Police HQ for the arrest booking process. The student pass was confiscated.

East Boston Man arrested for Lewd Acts on MBTA

On January 16, 2014 Transit Police officers working in Area 4 received a report from a female party who stated at approximately 6:15 pm (same date) while waiting for a Green Line train at Hynes MBTA Station she observed a male, standing on the inbound platform, exposing himself and committing a lewd act. The reporting party went on to furnish a physical description and other identifiers of the offender.

Subsequent to an investigation conducted by Transit Police detectives Salah Koutaiby, 49 of East Boston was arrested at Hynes MBTA Station on January 28, 2014 for  Open & Gross Lewdness. It is expected Koutaiby will be arraigned sometime today in Boston Municipal Court-Central Division.

The Transit Police believe that incidents such as described above are under reported crimes. We encourage all who may have witnessed and/or been victimized by such incidents to please contact us. We will vigorously investigate all reports and ensure those individuals who commit such acts are held accountable.

UPDATE-Arrest made in Rockport Line Lewd Act.

Adam Morrissey
On January 28, 2014 we posted a photograph of an individual (see posting here) who was masturbating on a Rockport Line MBTA Commuter Rail train. The individual's genitals were fully exposed and he made no attempts to conceal what he was doing.

Subsequent to numerous tips received Transit Police detectives arrested Adam Morrissey, 19 of Salem for Open & Gross Lewdness. It is expected Morrissey will be arraigned sometime today in Salem District Court.

The Transit Police would like to express our gratitude to all those who sent in tips which led to the identification and arrest of Morrisey. This is yet another example which proves when law enforcement and the public work together individuals such as Morrissey are held accountable for their criminal conduct.

White male, 5’11’’- 6’1’’ in height, slim build, wearing a grey hooded sweatshirt, a flat brimmed baseball hat and carrying a dark purple backpack

Fields Corner Robbery- UPDATE Arrest made

Subsequent to an investigation by Transit Police detectives Victor Mekelver, 21 of Dorchester was arrested for Unarmed Robbery at Transit Police HQ on January 27, 2014. Mekelver will be arraigned sometime today at Dorchester District Court.

Bus/Auto Accident Randolph ***UPDATE***

Accident Investigation
**UPDATE** the driver of the automobile, Jose Reyes 24 from Roxbury, has been pronounced deceased as a result of injuries he sustained from the accident. Transit Police detectives are currently investigating the facts and circumstances leading to the incident.

On January 26, 2014 at approximately 10:30 am a Route 240 MBTA bus while stopped at a legal bus stop in the vicinity of 137 North main Street in Randolph (RT. 28) was hit from behind. The driver of the automobile, a 24 year old male from Roxbury, was transported to Boston Medical Center and is listed in critical condition. There were 9 passengers on board the bus who were transported to various South Shore hospitals for NON life threatening injuries. The MBTA bus and the auto, a 2007 Infiniti, were towed from the scene. Transit Police detectives are currently investigating the facts and circumstances leading to the accident.

Revere woman arrested at MBTA Chinatown station for drug violations

On January 24, 2014 at approximately 12:30 pm Transit Police detectives did place Laura McNally, 42 of Revere into custody at the MBTA's Chinatown Station after she sold/distributed a Controlled Class E narcotic/substance. McNally was also in possession of numerous other controlled narcotics for which she was not properly prescribed. McNally was transported to Transit Police HQ for the arrest booking process. During this time it was discovered there were two warrants in existence for McNally's arrest issued from Chelsea District Court for Larceny and Trespassing. It is expected McNally will be arraigned sometime on 01/27/2014 in Boston Municipal Court-Central Division for violation of the Commonwealth's Drug Laws.

Quincy man arrested for Lewdness

On January 21, 2014  Transit Police officers working in Area 3 took a report from a female who informed the officers of the following; at approximately 2 pm while traveling on an inbound Red Line train a male seated across from her began to masturbate while looking directly at her. This occurred in the vicinity of JFK/UMass station. Upon completion the male smeared the end result of his act onto the seat next to him and exited at either Andrew Sq. or Broadway MBTA station.

Subsequent to an investigation by Transit Police detectives James Cox, 45 of Quincy was arrested for Open & Gross Lewdness at Transit Police HQ on January 23, 2014. It is expected Cox will be arraigned in South Boston District Court sometime today.

UPDATE***Haymarket Robbery**Arrest made

On January 13, 2014 we posted a video and photographs of a person of interest relative to a Armed Robbery and Assault which took place at the MBTA Haymarket Station (watch video here).

Subsequent to an investigation by Transit Police detectives a warrant was obtained for Raymond Castillo, 34 of Roslindale for Armed Robbery and Assault & Battery. On January 22, 2014 at approximately 9:50 pm Transit Police officers arrested Castillo in Boston. Castillo was transported to Transit Police HQ for the arrest booking process. It is expected Castillo will be arraigned sometime today in Boston Municipal Court-
Central Division.

Maine man arrested for illegal possession of firearms.

On January 21, 2014 at approximately 6:30 pm the Hancock County Sheriffs Department from Maine notified the Transit Police that a Christopher Loucks, 28 of Hancock, Maine was in possession of two stolen handguns and possibly enroute to the MBTA's South Station Bus Terminal. Hancock County Sheriff's Department furnished a detailed description of Loucks and stated he was most likely attempting to catch a bus to New York City.

Based on the description provided Transit Police officers located Loucks by the food court area of the Bus Terminal. Officers approached Loucks, confirmed his identity and quickly disarmed him of two firearms; a Ruger 9 millimeter and a Taurus .22 caliber. Officers also seized a magazine containing 15 rounds of 9mm ammunition. Loucks was placed into custody and was transported to Transit Police HQ for the arrest booking process. It is expected Loucks will be arraigned sometime today in Boston Municipal Court-Central Division for Possession of a Firearm Not being Licensed 2 counts and Knowingly receiving Stolen Property.

Level 2 Sex Offender arrested at South Station

On January 19, 2014 at approximately 10:15 am Transit Police officers working in Area 1 were on patrol in the MBTA's South Station Commuter Rail lobby when their attention was drawn to a male, later identified as Robert Veres, 49 of Boston. Veres was behaving in a aggressive manner and drinking alcohol. Officers approached Veres and subsequently discovered there was a warrant in existence for his arrest issued from Boston Municipal Court-Central Division for Failure to Registry as a Level 2 Sex Offender. Veres was placed into custody and transported to Transit Police HQ for the arrest booking process.

South Boston man Arrested after FE.Wanted for Robbery

On January 16, 2014 at approximately 6:11 pm Transit Police officers working in Area1 were conducting Point of Entry Policing at Downtown Crossing Station. While there they observed a male, later identified as Luis Torres, 23 of South Boston, fare evade by "Piggybacking" in behind a paying customer. Officers approached Torres for the purpose of issuing a citation and subsequently discovered there was an arrest warrant in existence for Torres'  issued out of Middlesex Superior Court for Armed Robbery while being Masked. Torres was placed into custody and transported to Transit Police HQ for the arrest booking process. Additionally, Torres was issued a citation for fare evasion.

Another smoker with a warrant. Really

On January 15, 2014 at approximately 7:30 pm Transit Police officers working in Area 1 were on patrol at the MBTA's South Station Commuter Rail. While there they observed a male, later identified as William Dietsch, 53 of Boston, smoking a cigarette on the platform in close proximity to several No Smoking signs. Officers approached Dietsch to educate him regarding the law relative to No Smoking on MBTA property. Dietsch immediately became belligerent and argumentative with the officers informing them he has been smoking there for over 20 years. Officers subsequently discovered there was a warrant for Dietsch's arrest issued from Boston Municipal Court-Central Division for Disturbing the Peace. Dietsch was placed into custody and transported to Transit Police HQ for the arrest booking process. Dietsch was also issued a citation for smoking.

Person's of Interest- Haymarket Robbery

On January 6, 2014 at approximately 11:00 pm  a female was set upon while walking through the underpass from the Green Line to the Orange Line at Haymarket MBTA Station. The male assailant stated to the victim he was armed with a firearm and proceeded to assault and rob her. The assailant then fled out of the station. The assailant was observed with a white female earlier. On Wednesday, 01/08/14, at approximately 8:50 A.M., a female passenger reported she was indecently assaulted on a Green Line Trolley  en route from MBTA Government Center Station to MBTA Park Street Station.  
Suspect described as:
White male, approximately 40-50 years of age, wearing a red knit winter hat, red jacket, blue jeans and dark color gloves. tpdnews.

Plympton man assaults officer

Matthew Majuri
On January 9, 2014 at approximately 8 pm Transit Police officers working in Area 3 received a radio call to respond to MBTA Wollaston station for a disorderly group displaying a knife and drinking alcohol. Upon arrival officers were directed to the platform and spoke with an MBTA employee. The employee informed the officers a group of approximately 4 males were behaving in a tumultuous manner and carrying a bottle of liquor. As a train pulled into the station they attempted to board. The MBTA employee requested they turn over the bottle of liquor before entering the train. At this time a male, later identified as Matthew Majuri, 21 of Plympton, smashed the bottle on the platform directly in front of the employees feet.

The officer approached Majuri, who was still on scene, to ascertain what his issue was, Majuri was un-cooperative and attempted to flee out of the station. The officer was able to briefly grabbed hold of Majuri but Majuri was able to push the officer away and fled out of the station. The officer not deterred followed Majuri out to the parking lot and again attempted to gain control of him. Majuri  responded aggressively and again assaulted the officer by pushing him in the chest area. Majuri and the officer struggled and ended up on the ground. The officer utilized his Oleo resin Capsicum (OC) spray in an effort to subdue Majuri's violent behavior. Ultimately the officer was able to place Majuri in hand restraints and he was transported to Transit Police HQ for the arrest booking process. It is expected Majuri will be arraigned sometime today in Quincy District Court for Assault & Battery on a Police Officer and Disorderly Conduct.

The officer suffered a fractured finger in his right hand and was treated at a local area hospital.

Ying Xiang ZHANG, was last seen near Bicknell Street, Quincy, MA on 01/08/2014 at 1200 hours. ZHANG is 73years old and suffers from Alzheimer’s.  He speaks no English, and does not have a cell phone or identification in his possession. ZHANG is known to take the MBTA to Chinatown in Boston.
The route includes Germantown Bus Stop, Quincy Center, RED LINE-ORANGE LINE SOUTH.

New Method, Same Result !!!

tpdnews have posted about incidents where individuals have fare evaded by the now infamous means of "Piggybacking". Piggybacking is the method of fare evasion by sneaking in behind a paying customer. Here's a new one; On January 7, 2014 at approximately 4:45 pm Transit Police officers working in Area 1 were at Park Street MBTA station conducting Point of Entry Policing. While there officers observed a male, later identified James Wilson, 36 of Somerville, on the unpaid side of the fare gates attempting to coax patrons on the paid side to come near the fare gates. Wilson was doing this in the hopes when the patron from the paid side got close enough to the fare gates the doors would activate/open and he would rush in without paying. Wilson achieved his goal with one patron and as soon as the fare gate door opened he proceeded through without paying. Officers approached Wilson and subsequently discovered there was a warrant in existence for his arrest issued out of Brookline District Court for Shoplifting, 3rd Offense. Wilson was placed into custody and transported to Transit Police HQ for the arrest booking process. Wilson was also issued a citation for Fare Evasion.

MBTA Transit Police Academy


 On January 7, 2014 the MBTA Transit Police Academy hosted 25 students from the Quincy High School's Criminal Justice program.  QHS Criminal Justice program is the only accredited  program (for high schools) in the Commonwealth of Massachusetts.  Last year Quincy High School teacher Brendan Welch  reached out to the Transit Police with great ideas and visions of forming a partnership which not only benefited the students but also recruits in the academy .  In the past the the TPD has participated "career day" at QHS and have had a few students at the academy as role players in previous training projects.  On January 7, 2014 however the TPD Academy/QHS raised the bar by conducting scenario based training where the officers had to use strict problem solving skills.  There were five different scenarios – house party, emergency room, traffic accident, convenience store and work place.  At each scenario the goal was to have officers resolve the problem without having to go “hands on” or make an arrest.  The students from Quincy High observed and assisted in training by acting as role players and/or by offering their perspective during the scenario evaluations.  It was a successful day and everyone walked away with a better knowledge and understanding. We look forward to a continued partnership and conducting more trainings.

Andrew Sq. Assault ***********UPDATE**************

A short while ago Transit Police detectives arrested Miquel Velasquez, 20 of Dorchester for an Unarmed Robbery and Assault & Battery with a Dangerous Weapon which occurred at the Andrew Sq MBTA station. (video of robbery and assault here). Velasquez was taken into custody at Transit Police HQ and is expected to be arraigned sometime tomorrow in South Boston District Court.

We would like to thank all the Boston media outlets which reported on the incident. It generated vast publicity greatly aiding in the identification and arrest of the person responsible.

Point of Entry Policing

The Transit Police Department has successfully employed a strategy/philosophy of "Point of Entry Policing". We believe by enforcing lesser crimes (at our points of entry) such as fare evasion, loitering and smoking we will deter the more serious crimes from occurring within the MBTA system. Oftentimes, those individuals who commit the above referenced crimes and are encountered by our officers are wanted for more serious crimes.  The ultimate goal is to maintain a secure and safe transportation system for all to benefit from.

On January 6, 2014 at approximately 4:40 pm at the MBTA Braintree Station Transit Police officers from Area 3 were conducting Point of Entry Policing and observed a male, later identified as Robert Merrill, 29 of East Weymouth, fare evade by "Piggybacking" in behind a paying customer. Officers approached Merrill for the purpose of issuing a citation and subsequently discovered there were three warrants in existence for his arrest. Merrill was wanted in Quincy District Court for Larceny Over 250.00, Larceny from a Building and Forgery/Uttering. Merrill was placed into custody and transported to Transit Police HQ for the arrest booking process and issued a citation for fare evasion.

The cigarette meant that much to him !

On January 2, 2013 at approximately 2:30 pm Transit Police officers working in Area 1 were at MBTA South Station Commuter Rail maintaining order as several hundred patrons hustled to get home to beat the storm. While there their attention was drawn to a male, later identified as Joseph Regan, 23 of Boston, who was smoking from a cigarette in close proximity to several "No Smoking" signs. Officers approached Regan and requested some form of identification for the purpose of issuing a citation. Regan claimed he did not have an ID on his person and furnished a false name and was evasive to questions regarding his identification. Ultimately officers were able to ascertain Regan's true identity; Regan had reason to mislead the officers as there were two warrants in existence for his arrest. The warrants issued from Malden District Court were for Breaking&Entering a Building at nighttime with Intent to commit a Felony and Larceny from a Building. Regan was placed into custody and transported to Transit Police HQ for the arrest booking process and issued a citation for smoking.

On Friday, 12/13/13, at approximately 8:48 p.m., the subject depicted within forcefully grabbed a cell phone from a passenger onboard an Orange Line train at Downtown Crossing MBTA Station and fled off the train.

The subject is described as follows;

   White male, 40 to 50 years of age, average build, wearing glasses, a leather jacket (looks like Harley Davidson logo on back) and army style pants

Too much New Years Eve celebration ???????

On January 1, 2014 at approximately 7 am Transit Police officers working in Area 3 received a radio call to respond to Washington Street at Dudley Street for a motor vehicle accident involving a MBTA bus. Upon arrival officers spoke with the operator of the MBTA bus who stated as she was preparing to stop for a red light the vehicle behind her slammed into the rear of the bus. Officers then spoke with the vehicle's operator, later identified as Valery D'Laurent, 26 of Marrieta, Georgia, who appeared to be under the influence of intoxicating liquors. Officers requested D'Laurent submit to a series of field sobriety tests. Subsequent to those tests officers formed the conclusion D'Laurent was operating his motor vehicle while impaired. D'Laurent was placed into custody and transported to Transit Police HQ for the arrest booking process. During this time officers discovered D'Laurent's right to operate a motor vehicle in Massachusetts was suspended due to a prior Operating Under the Influence arrest. D'Laurent is expected to be arraigned sometime today in Roxbury District Court.

No injuries reported, MBTA operator evaluated on scene by Boston EMS. D'Laurent's vehicle sustained heavy front end damage which deployed the air bags.
