Dangerous conduct leads to Allston man's arrest

On October 30, 2013 at approximately 11:30 p.m. Transit Police officers assigned to the World Series game 6 observed a male, later identified as William Goodhue, 23 of Allston run into the portal tunnel toward Kenmore MBTA station from Blanford Street Station. Officers pursued Goodhue through the tunnel all the way to Kenmore Station and placed him into custody for Trespassing. Service had to held during the incident causing a delay at a vital time of the World Series break. Goodhue was transported to Transit Police HQ for the arrest booking process and is expected to be arraigned sometime today in Roxbury District Court.

On Tuesday, October 1, 2013, at approximately 5:30 PM, the male subject depicted within made lewd comments to a 14 year-old female passenger while she was waiting for a Route # 28 MBTA Bus at Blue Hill Avenue & Woodrow Avenue in the City of Boston. The subject followed the female onto the bus and touched himself inappropriately while seated across from her.  The male subject continued to follow the female off of the bus at 614 Blue Hill Avenue and fled only when she indicated she was calling the police.

 The subject is described as follows;

     Black male with a dark complexion, approximately 40 years of age, medium build, wearing glasses, a black shirt, blue jeans, a black Nike hat and carrying a grey sweatshirt.

Allston man arrested for Failing to Register as a Sex Offender

On October 29, 2013 at approximately 5 p.m. Transit Police officers from Area 4 received a radio call for a male subject trespassing on the Right of Way leading to the Forest Hills Commuter Rail platform. Upon arrival officers observed a male, later identified as Matthew Johnson, 31 of Allston climbing onto the commuter rail platform from the track area. Officers approached Johnson and inquired as to what he was doing and explained the dangers of trespassing on the Right of Way. When officers queried Johnson's information it revealed an outstanding warrant in existence for his arrest issued from Dorchester District Court for Failure to Register as a Sex Offender. Johnson was placed into custody and transported to Transit Police HQ for the arrest booking process.

TPD secure Arrest Warrant for the true Silver Line OUI subject

On October 25, 2013 at approximately 1 a.m. Transit Police officers responded to the D Street portal entrance of World Trade Center MBTA Silver Line for a report of an accident involving a single vehicle. Subsequent to an investigation by the responding officers a male party was placed into custody for OUI Liquor. The male subject was transported to Transit Police HQ for the arrest booking process. During the booking process the male subject furnished the name of William Tilton and other personal identifiers to include social security number, date of birth and residential address of William Tilton. The information was submitted to the Automated Fingerprint Identification System, as is customary, and the information was processed.

On evening of October 26th, 2013 Transit Police detectives positively verified the male subject arrested was NOT William Tilton but rather his estranged brother James M.Tilton, 57 years of age. Upon ascertaining this information we took immediate action to correct the misleading and criminal act of James M. Tilton. Earlier this afternoon (10/28/2013) Transit Police detectives secured an arrest warrant for James M. Tilton issued from South Boston District Court for Operating under the Influence of Liquor 3rd Offence, Operating after Suspension; Subsequent Offence and False Name at Booking.

Due to human error, there was a breakdown in the verification process.  We are conducting a thorough evaluation of our policies and procedures and will take whatever corrective action is necessary to prevent something like this from occurring again.

In a tribute to first responders of the Boston Marathon Bombing, Transit Police Officer Dic Donohue will be the Grand Marshal for the Woburn Host Lions Club 59th Annual Halloween Parade in Woburn on Sunday, October 27, 2013.

 The Woburn Host Lions Club is recognizing Officer Dic Donohue, who is also a Woburn resident and has named him the Grand Marshal of the parade. This family event draws in excess of 80,000 people and includes over 25 marching bands and more than 90 floats from local groups and organizations.

The parade begins at 1:00 PM sharp at the intersection (rotary) of Rt. 38 and I-95 by the Woburn Cinema/Crowne Plaza Hotel, exit 35 off of I-95 heading south on route 38, Main Street Woburn and travels for 2.2 miles to the Woburn/Winchester Line.

Woburn Host Lions Club

This is a charity event with proceeds benefiting the Massachusetts Lions Eye Research Fund and many local Woburn Host Lions Club projects.

Public Notice-Transit Police seek Re-Accreditation

To our Community Partners:

PUBLIC NOTICE

 The MBTA Transit Police is seeking re-accreditation by the Commission on Accreditation for Law Enforcement Agencies based in Gainsville, VA.   The Accreditation standards provide a quality assurance review of an agency and prioritize high liability concerns as well as officer and community safety areas that are critical to a professional police department. Accreditation is a voluntary, internal process by which the Department seeks to achieve, objectively verify, and maintain high quality in our operations through periodic evaluations conducted by an independent, non-governmental body that has established industry standards.  The Department has been working toward Re-Accreditation, which takes place every three years.  During each Re-Accreditation period, the Department must show it is continuing to comply with the standards by showing updated and continuing proofs of compliance.  An on-site Assessment Team will visit the Department next week to inspect and verify that the Department continues to adhere to the Accreditation standards.

 As part of that process we are required to notify our community members and ask them to participate in the process.  You may call into the Commission regarding our effort to be reaccredited.   I have attached a document that outlines the process and have noted the phone number below.   Please take the time to contact them either by phone next week or by writing to them at the address listed.

Beginning Sunday, October 27, 2013 through Tuesday, October 29, 2013, the MBTA Transit Police Department is scheduled for an on-site assessment as part of a program to achieve re-accreditation by verifying it meets professional standards.

Administered by the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA®), the accreditation program requires agencies to comply with state-of-art standards in four basic areas: policy and procedures, administration, operations, and support services.

As part of the on-site assessment, agency employees and members of the community are invited to offer comments by calling 617- 222-1154 on Monday, October 28, 2013, between the hours of 1:00 pm and 3:00 pm. Comments will be taken by the Assessment Team.

Telephone comments are limited to 10 minutes and must address the agency’s ability to comply with CALEA’s standards. A copy of the standards is available by contacting Officer Roberta Spinosa at 617-222-1014, at MBTA Transit Police Headquarters located at 240 Southampton Street, Boston, MA.
