Point of Entry Policing nets man wanted for Heroin Trafficking

On December 30, 2015 at approximately 10am Transit Police officers were conducting Point of Entry Policing at the MBTA's Andrew Sq. station. While there they observed a male, later identified as David Arrufat, 26, of Quincy smoking from a cigarette with conspicuously posted "NO SMOKING" signs in the vicinity. Officers approached to inform Arrufat of the smoking laws as it pertains to the MBTA and subsequently discovered he was wanted for Trafficking in Heroin out of Boston Municipal Court-Central Division. Arrufat was placed into custody and transported to TPD HQ for the arrest booking process.

SUFFOLK COUNTY DISTRICT ATTORNEY PRESS RELEASE

Gunman Admits Guilt in Shooting that Injured Bystanders

BOSTON, Dec. 28, 2015— A Jamaica Plain gang member was sentenced to prison today after he admitted to injuring two women when he opened fire on a rival at a crowded MBTA station earlier this year, Suffolk County District Attorney Daniel F. Conley said.

REGINALD PRICE (D.O.B. 2/18/96) pleaded guilty in Suffolk Superior Court to three counts of armed assault with intent to murder, two counts each of assault by means of a dangerous weapon and assault and battery by discharging a firearm, and single counts of assault and battery with a dangerous weapon on a person over 60, unlawful possession of a firearm, and unlawful possession of ammunition, all in connection with the Jan. 26 incident at Forest Hills station. 

Assistant District Attorney Benjamin Megrian of the DA’s Gang Unit recommended that Price be sentenced to 10 to 15 years in state prison; Judge Peter Krupp imposed a term of seven years in prison followed by five years of probation during which time Price must seek and maintain employment or education and stay away and have no contact with the victims of the January shooting.

Had the case proceeded to trial, Megrian would have presented evidence and testimony to prove that Price became involved in a verbal dispute with another male at the Forest Hills MBTA station at approximately 1:45 p.m. that afternoon.  Price left the station but soon returned with an associate and again engaged in conversation with the person he had previously argued with.  That individual, an alleged gang rival, was soon joined by two other males, the evidence would have shown.

The three males followed Price and his associate until Price produced a Sig Sauer P239 .40 caliber semiautomatic pistol and opened fire.  He missed each of his intended targets and instead struck two women who were inside the crowded station, the evidence showed.  

One victim, a 24-year-old woman, was grazed in the head, and the other, a 62-year-old woman, was struck in the abdomen.

“We sometimes hear that victims were in the wrong place at the wrong time,” Conley said. “But a subway station isn’t the wrong place and the middle of the afternoon isn’t the wrong time. These two women had every right to be where they were without being shot at. But for the grace of God and Boston EMS, this could have been a double homicide case.”

Transit Police responded to the station and retrieved footage from public safety cameras that captured the incident.  Price and his companion fled the station on foot in the direction of Southwest Corridor Park but were stopped by Boston Police who had heard a broadcast of the shooting suspect’s description.

During a post-Miranda interview with police, Price made statements indicating that the firearm could be found in a trash barrel in Southwest Corridor Park, directly across the street from the MBTA station.  The recovered firearm proved to be a ballistic match to shell casings at the scene of the shooting.  Price later made statements to another individual while in custody at South Bay House of Correction admitting to the shooting.

Before Price’s sentence was imposed, one of his victims delivered an impact statement to the court, while the second submitted a statement to the court in writing.

“I lost my sense of safety, my feeling of comfort in my own home, my sense of security when leaving my home to go to school, work, or anywhere else, as the MBTA was my primary mode of transportation at the time of the shooting. I have confronted feelings of deep anxiety, fearing that I will be hurt again or that family members or loved ones will also be the victims of undeserving and unprovoked gun violence,” the younger victim told the court. “I hope that whatever time he serves will center around serving others, improving the community, learning about alternatives to violence, reflecting on how to help, rather than hurt, those around him.”

The elder victim, whose injuries were so severe that Boston Police Homicide detectives were initially called, was hospitalized for six days after the shooting and a fragment of the bullet that struck her remains in her body.

“The wounds and internal injuries to multiple organs have left my body weak and unable to perform many daily chores and activities. I can't even walk for more than a short distance before feeling short of breath and need to stop.  It has also affected me mentally. I cannot focus and my mind is not the same as before. The anxiety and the depression make living life very difficult and at times feel like I've lost the will to live,” she wrote to the court.

Smoking leads to another warrant arrest.

On December 22, 2015 at approximately 8:30pm Transit Police officers conducting Point of Entry Policing at the MBTA's South Station observed a male, later identified as John Elliot, 28, of Norwood smoking from a cigarette with a "NO SMOKING" sign directly behind him. Officers approached Elliot and subsequently discovered there were several warrants in existence for his arrest issued from Wrentham District Court for OUI-Drugs, Leaving the scene of personal injury, Negligent Operation of a Motor Vehicle and Assault & Battery with a Dangerous Weapon.

Elliot was placed into custody and transported to Transit Police HQ for the arrest booking process.

New Beford man arrested for Indecently Assaulting female .

On December 17, 2015 at approximately 1:30pm Transit Police officers received a radio call to respond to the MBTA's Downtown Crossing station for an unknown disturbance on the southbound platform of the Orange Line. Upon arrival officers had their attention drawn to a male, later identified as Terrell Alves, 25, of New Bedford who was in a agitated state and yelling at several passengers. Officers were then approached by a female victim who informed them Alves had indecently assaulted her while travelling on the train. Other passengers who witnessed the assault came to the victim's aid which resulted in Alves engaging in a verbal confrontation with them.

Officers placed Alves into custody for Indecent Assault & Battery and transported him to Transit Police HQ for the arrest booking process. During this process it was discovered there was a warrant in existence for Alves' arrest issued out of Wareham District Court for 2 counts of Vandalize Property.

Fatality in Ashland; Trespasser struck

On December 14, 2015 at approximately 5:30pm Transit Police officers received a radio call to respond to Ashland for a report of a person possibly struck by a train. Multiple Transit Police units responded along with Ashland Fire and EMS. Transit Police personnel on scene report the following preliminary information: in the vicinity of Cherry Street and Tilton Avenue in Ashland a female, approx. age 30's, while trespassing on the right of way was struck by an inbound MBTA Commuter Rail train. The female was pronounced deceased as a result of injuries sustained.

Transit Police detectives along with representatives of the Middlesex District Attorney's Office are currently investigating the facts and circumstances surrounding the incident.

Cambridge man arrested for Open & Gross Lewdness.

On December 10, 2015 at approximately 5:20pm Transit Police officers on patrol at the MBTA's Back Bay station were approached by a citizen who informed them there was a male, later identified as Keith Cochran, 56, of Cambridge committing a lewd act inside the Commuter Rail lobby. The reporting party went on to state there were numerous people in the vicinity of Cochran who could easily view his actions. Officers immediately proceeded in that direction and upon approach observed Cochran committing a lewd act. Officers placed Cochran into custody for Open & Gross Lewdness and transported him to Transit Police HQ for the arrest booking process. Cochran was arraigned in Boston Municipal Court-Central Division on today's date.

Trespasser struck DTC-Confirmed fatality

On December 9, 2015 at approximately 6:40pm Transit Police officers assigned to the downtown area received a radio call to respond to the MBTA's Downtown Crossing station for a person possibly struck by a subway train. Multiple Transit Police units responded along with Boston Fire and EMS. TPD personnel on scene report the following preliminary information: a female, age approx 42, was struck by a Red Line northbound train while trespassing on the right of way. The female has been pronounced deceased as a result of injuries sustained.

Transit Police detectives along with representatives from Suffolk County DA Office are currently investigating the facts and circumstances surrounding the incident.

Trespasser struck MBTA Broadway

On December 8, 2015 at approximately 6:55pm Transit Police officers assigned to Area 3 received a radio call for a person possibly struck by a Red Line train at MBTA Broadway station. Multiple Transit Police units responded along with Boston Fire and EMS. Transit Police personnel on scene report the following preliminary information: a male, age unknown , while trespassing on the right of way was struck by an inbound Red Line subway train. Boston Fire extricated the male and he was transported to a local area hospital with serious injuries. Shuttle bus service was set up between JFK and Park Street.

Transit Police detectives are currently investigating the facts and circumstances surrounding the incident. tpdnews

Point of Entry Policing nets man wanted for Firearm violation

On December 4, 2015 Transit Police officers conducting Point of Entry Policing at the MBTA's Andrew Sq., busway had their attention drawn to a male, later identified as Frederick Stempka, 32, of Taunton. Stempka was smoking a cigarette at the top of the stairs leading to the subway. There were several conspicuously posted "NO SMOKING" signs in close proximity. Officers approached Stempka to educate him relative to the smoking laws and subsequently discovered there were warrants in existence for his arrest issued from Fall River District Court for Possession of a Firearm w/out a License, Operate a Motor Vehicle w/out a License and Quincy District Court for Assault & Battery.

Stempka was placed into custody and transported to Transit Police HQ for the arrest booking process.

Beverly man arrested for Assaulting MBTA employee.

On December 3, 2015 at approximately 7PM Transit Police officers assigned to the downtown area received a radio call to respond to Haymarket MBTA station for a report of an MBTA employee who was assaulted. Upon arrival officers were met by the victim/MBTA employee who pointed out a male, later identified John Reddy, 37 of Beverley. The victim informed the officers his attention was drawn to Reddy due to other passengers complaining of being harassed by him. Upon approaching Reddy, Reddy threw a Rolling Rock beer bottle nearly striking the victim in the head. Reddy then shouted out that he would "Kill" the MBTA employee/victim. Officers also observed shattered glass strewn about the immediate area.

Officers placed Reddy into custody for Assault by Means of a Dangerous Weapon and transported him to Transit Police HQ for the arrest booking process. Reddy was arraigned in Boston Municipal Court-Central Division last week.

Wanted for Murder: Fernando Owens

ARREST WARRANT ISSUED FOR DORCHESTER MAN WANTED IN MURDER OF BRIDGEWATER BURN VICTIM
New charges against New Hampshire couple for their role in homicide
BROCKTON – An arrest warrant has been issued for a Dorchester man and new charges have been filed against a New Hampshire couple, all believed to be involved with the murder and disposal of a victim found dead and burned in Bridgewater, Plymouth County District Attorney Timothy J. Cruz announced today.
State Police assigned to the District Attorney’s Office today obtained an arrest warrant for Fernando Owens (DOB: 9/4/72) of Dorchester. Owens is wanted for the November 3rd murder of 29-year-old Ashley Bortner of New Jersey.
Also today, arrest warrants were issued against a Manchester, N.H. married couple, charging them with Accessory After the Fact of Murder. Julian Squires (DOB: 12/08/74) and Shannon Squires (DOB: 07/04/76) were arraigned yesterday on charges they mislead investigators. Today, those charges were upgraded for their roles in Bortner’s death.
Fernando Owens
Bridgewater Police received a 911 call at approximately 11:40 pm November 3rd and responded to a fire burning on the west side of the MBTA train tracks and determined it was a human body burning. The victim was later identified as Bortner. Her body was burned over 70%, she had been gagged by her own clothing and her face was wrapped with a towel and she was found in a comforter. Bortner’s hands and feet were bound behind her and electrical cord was around her neck.
State Police investigators have determined that Owens was acquainted with the victim in this case and that he believed Bortner had a hand in the recent death of Fernando’s son, Domenic Owens. Police seized items from Fernando Owens’ home at 65 Lonsdale Street in Dorchester that link him to the murder, including the same sort of Egyptian cotton bath towel and identical electrical cord found on the victim.
Cell phone records from the Squires put the couple in Bridgewater around the time of the 911 call to Bridgewater Police on November 3rd. Additionally, the Squires own a vehicle similar
to the dark SUV described by the 911 caller. The couple are currently still being held on bail in the misleading police charge.

This remains an active and ongoing investigation by State Police assigned to the District Attorney’s Office and Bridgewater Police. MBTA Police and Boston Police assisted with the investigation. Assistant District Attorneys Jessica Elumba and Brian Fahy are prosecuting the case.

IMPORTANT TICKETHOLDER INFORMATION FOR MONDAY NIGHT’S PATRIOTS-BILLS GAME AT GILLETTE STADIUM

FOXBOROUGH, Mass. – With the New England Patriots appearing in their first and only Monday Night Football game of the 2015 season, Gillette Stadium officials are requesting the media’s assistance in communicating important information to fans planning to attend the primetime game between the Patriots and Buffalo Bills at Gillette Stadium on Nov. 23 (8:30 p.m. kickoff).

 

ARRIVE EARLY

With evening commuter traffic and a capacity crowd of nearly 67,000 fans, Gillette Stadium officials encourage drivers to allow themselves plenty of time when traveling near the stadium on game day. Traffic restrictions will be in place on local roads before and after the game. Fans attending the game must use I-95, I-495 or Route 140 to access Route 1 and Gillette Stadium. For ease of entry and exit, fans are reminded of the following:

·         From the North (from I-95), fans are strongly encouraged to stay to the right and park in Lot P10.

·         From the South (from I-495), fans are strongly encouraged to stay to the left and park in Lot P11 or P10.

Fans are encouraged to arrive early at stadium gates to limit wait times. Parking lots open at 4:30 p.m. and gates to the stadium open at 6:30 p.m.

 

SECURITY

Security and law enforcement officials are on-site to ensure the safety of all attending the game. If fans have any concerns, we support the security campaign “If you see something, say something,” and dial 9-1-1 or contact the nearest security or law enforcement personnel.

 

METAL DETECTORS AT ALL GATES

Please note, metal detectors are located at all stadium gate entrances. Please remove phones, cameras and all other metallic items from your pockets prior to reaching the screening locations to expedite the screening process. Unlike procedures you may be familiar with at the airport, stadium security will not be asking fans to remove loose change or keys from their pockets and they won’t need to remove their shoes or belts. Please note, battery-powered heated clothing (i.e. jackets and socks) are prohibited.

 

CLEAR BAG POLICY

Gillette Stadium officials want to remind fans that the NFL Clear Bag Policy will be in effect at every game throughout the 2015 season. That policy states that all bags entering the stadium must be clear plastic, vinyl or PVC and no larger than 12” x 6” x 12.” Fans can use a one-gallon clear (see through) plastic freezer bag. In addition, small clutch bags (not to exceed 7” x 4” x 2”) may be carried into the stadium along with one of the clear bag options. Prohibited items include, but are not limited to: non see-through purses larger than a clutch bag, coolers, briefcases, backpacks, fanny packs, cinch sacks, luggage of any kind, seat cushions, computer bags and camera bags or any bag larger than the permissible size. PARKING AND PUBLIC TRANSIT

Stadium parking lots open at 4:30 p.m. Parking is $40 for cars and motorcycles and $150 for buses, RVs and limos. The MBTA Commuter Rail will provide special train service from South Station in Boston and from the TF Green Airport in Warwick, R.I. to Gillette Stadium for Monday’s game and all Patriots home games this season. Fans are reminded that no bags larger than the NFL-mandated size (see NFL’s Clear Bag Policy above) are permitted and no personal items may be left on the trains during the game.
