Boston Man fare evades ends up in handcuffs

David Velez
On August 14, 2013 at approximately 11:40am Transit Police officers from Area 4 were conducting Point of Entry Policing at Jackson Sq., MBTA station. While there officers had occasion to observe a male, later identified as David Velez 37 of Boston, fare evade by "piggybacking" in behind a paying customer. Officers approached Velez for the purposes of issuing a fare evasion citation. Upon approach Velez became extremely nervous and kept placing his hands into his pockets. Officers ordered Velez to keep his hands outside his pockets, at this time Velez quickly removed a cellophane bag containing Heroin from his pants pockets and flung it to the ground and began to grind/drag it on the floor with his foot. Officers were able to prevent Velez from destroying the bag and placed Velez into custody. Velez was transported to Transit Police HQ for the arrest booking process and issued a citation for fare evasion. Velez is expected to be arraigned sometime today in Roxbury District Court for Possession of Heroin.
